Dredging Plan for Lower and Middle James River Introduced

Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to negotiate on a sole source basis a contract to Orion Dredging Services, LLC.

This sole source contract is required for maintenance dredging portions of the Lower and Middle James River Federal Navigation Project with completion of period of performance on 14 February 2013.

The existing single award task order contract (SATOC) used to perform maintenance dredging on the James River was awarded to Orion Dredging Company using full and unrestricted competition on 28 June 2010 for a maximum amount of $9,000,000.00. The SATOC consisted of a base year with two optional years. The base year and both optional years have been awarded and are represented by three task orders (TO), one task order per year, respectively.

Contract capacity was reached during execution of TO number 3 due to an unexpected amount of additional shoaling that resulted from recent storm events and exacerbated by Hurricane Sandy. This effort is a contained in the scope of TO#0003, but the base IDIQ ceiling has been reached.

The dredging contract will include the removal of approximately 500,000 cubic yards of dredge material from the James River Federal Navigation Project with overboard placement of the material occurring adjacent to the project’s dredging locations.

Dredging will be required to an elevation of -26 feet Mean Lower Low Water, with one foot of additional dredging depth allowed. The estimated dollar value for the proposed action is $2,000,000 which reflects the total cost to dredge in the following channels. The work will be performed in Tribell Shoal Channel, Dancing Point-Swan Point Channel, and Jordan Point-Harrison Bar-Windmill Point Shoal Channel.
