HDR Expands Dam, Levees and Civil Works Practice

HDR, an Omaha based company involved in engineering, architecture, environmental and construction services, has recently added three industry-recognized leaders to the dams, levees and civil works practice.

They are Dan Osmun, national technical adviser for dam safety and risk, and Jeff Allen, national technical adviser for heavy civil construction, both based in HDR’s Denver, Colorado, office; and Ed Zapel, senior hydraulics engineer, based in HDR’s Seattle, Washington, office.

Over the past 25 years, Osmun has worked as the lead geotechnical engineer and project manager for major dam design projects around the world, including the 650-foot-high San Roque dam in the Philippines.

Allen is a pioneer in the use of roller compacted concrete for the construction of dams. Recently serving as construction liaison for the U.S. Bureau of Reclamation, his career spans more than 30 years in dam and water resource design and construction.

With over 25 years as a contractor and many years as president of ASI (now ASI Constructors), his background encompasses owner, engineer and contractor perspectives.

Zapel is a hydraulics expert with previous leadership roles at the U.S. Army Corps of Engineers’ Seattle District and most recently Northwest Hydraulic Consultants.

He has more than 28 years experience, and has played key roles in the design and analysis of hydropower, flood control and water supply dams, as well as physical scale modeling of hydraulic structures.
